Offsite Search Engine Optimization (SEO) is mostly about getting as many backlinks to your website as possible. It is also the key to getting your hub-page ranked higher, or generating more traffic to your blog. If you're doing internet business, then backlink-building is necessarily something that you need to pay attention to, and potentially invest in.
There has been some debate lately about whether it is still a good idea to submit websites to directories (websites that specifically hold links for different websites). The root of this issue is caused by the ubiquity of directories on the web - it has become easier and easier to make such directories. I firmly believe that submitting your website to directories is still a great idea, and necessary for most webmasters. However, it is important that you submit your site to the right directories - those that already have many links to them (and therefore are listed in Google, and have a page rank).

There are other, higher ranked directories, such as Yahoo Directory, but these literally take months if not years to get accepted into. These directories will all likely accept your listing within a few weeks at most.

I really like Submit Edge, they also rank first for their keywords, which is a good sign. I used them to submit my site to 100 directories (they actually did 105), and slowly I'm being accepted into them.
